Devolving for Growth
Implementing the Review of Sub-National Economic Development and Regeneration
Venue: Albert Hall, Nottingham
The "Sub-National Review" represents a major step forward in making English cities and regions more competitive. It rethinks national, regional and sub regional relationships, coming down in favour of greater devolution from the centre, something the Core Cities welcome. The session will debate how Core Cities, together with Government and regional agencies, can take the review forward to implementation and looks at international examples of best practice, through the COMPETE Project Report, which will be launched at this session.

- John Healey MP, Minister of State for Communities and Local Government
One of the architects of the review, the Minister will set out their aspirations for implementation and how other work within Government might impact on or, facilitate this.
- Professor Michael Parkinson CBE, European Institute for Urban Affairs, Liverpool John Moores University
Professor Parkinson will launch the COMPETE report and tie this in with the findings of the review, exploring how we might learn from international experience as we go forward.

The context of the SNR from a Core Cities and RDA joint perspective and how we might work on developing the detail of the review and implementing its findings in practice between cities and regions.

Transport and Devolution: What Next for Core City-Regions?
Run by: Centre for Cities
Cities have been at the forefront of the charge for better local transport in England – and have played a major role in the development of the Local Transport Bill. This event, featuring city leaders, transport providers and business representatives, will explore the powers and funding tools that Core Cities need to deliver better transport links, and transports place in the wider devolution agenda.

- What powers and funding tools do Core City-regions need to deliver better local transport?
- Do Core City-Regions need ‘Transport for London-style’ strategic transport authorities and stronger leadership on transport issues?

This question-time style debate will ask how cities can best deliver this housing and whether it is really possible to increase quality at the same time as quantity.

Devolving Diversity: How can Local Authorities Integrate Communities?
A discussion on the role of local government in promoting community cohesion and how local areas can make the most of the benefits delivered by increasing diversity. It will also look at how councils can respond to the tensions that population migration can sometimes cause. NLGN will be publishing a new report on the role for local government in dealing with population migration in December
